Amy Adams will co-star as a state lobbyist who forms a unique bond with the serial killer. The cast also includes Robert Downey Jr., Forest Whitaker, and Danielle Deadwyler. Downey will portray a retired cop who is still obsessed with the murders.

Along with writing and directing the project, McKay will also produce alongside Kevin Messick under his Hyperobject Industries banner.
